Local governments throughout the U.S. have passed impact fees as a way to pay for the cost of growth. Impact fees are one-time charges against new development. They work by shifting the cost of new infrastructure from the entire community to those actually creating the demand.

As Cheyenne's population continues to grow, the City will need to come up with a way to bridge the gap between the cost of infrastructure and available funds. An impact fee is one mechanism to address this gap. Other solutions include reductions in levels of service or a higher sales tax.
