In the high pedestrian walking area, use four way stops, like the streets north of Lincolnway. Use them in the core area, then let traffic get back up to speed on each side, both East and West of that area. It would define the downtown and reduce speeds.
Paint all the crosswalks and repaint yearly.
The corner bumpouts reduce parking spaces and long trucks will have to much difficulty cornering.
